TOPIC: screen menu buttons

Hi,
What is best way to do screen menu buttons (like attachment).
On "general screen" is not possible to adjust window position?
I want menu buttons stay on all time and upper screens change by button.

There is only one way. Make in general windows these buttons, and then use this screen like template.
Copy this template screen and fill with new graphical objects.
