I want to record values inside TeslaModbusScada non volatile memory because each time I disconnect from server I loose them. How can I do this?

The administrator has disabled public write access.
Why do you want to save values inside TeslaModbusSCADA non volatile memory? If you want to save trend values you can use Multi trend object.
If you want to initialize some variable you can use Unary->Equal script for this purpose.
