TOPIC: How to always receive EVENT notifications???

We have tried to use TeslaMultiSCADA but we have problem to receive notifications about system events in the case with locked phone. Is there any problem with permissions to run app in the background and not to stop its activity or there are some other settings needed to be done in android???

Unfortunately Android OS make force restrictions of using networking for every application in background.
