Is it possible to use a project in "Windows - TeslaSCADA_Runtime-2.12" with Fit into screen?

No it's not possible for Windows version of TeslaSCADA2 Runtime. You can set up Runtime screen dimensions manually.
To do it enter Project Settings in TeslaSCADA2 IDE, check Runtime differs and enter screen dimensions of your PC where your project will be run.
