I'm getting "Can not connect to server" now.
The administrator has disabled public write access.

This means TeslaSCADA2 Runtime doesn't "see" your PLC. Maybe your firewall block port for connection.

Now it says "Connection lost!". Any suggestion as to how I could fix that.

"Connection lost!" means that TeslaSCADA2 Runtime connected to your PLC but didn't get responses for tag's state requests. Check Rack and Slot in your server settings and check your register addresses in Tag settings.

I managed to connect my PLC with TeslaSCADA, now I am trying to publish it to my MQTT broker on the same project. I tried testing publishing and subscribing locally on my broker terminal and it seems to work. However, I tried running TeslaSCADA on runtime, and it doesnt seem to be publishing anything.

You provide not enough information to understand what's the reason of your problems. I recommend to study our example in user manual: teslascada.com/HTML/ibm-watson-iot.html
And study our video tutorial: teslascada.com/videotutorials/96-videotu...ls/207-mqtt-protocol
Also I recommend you to try to connect to your broker by using MQTT client first.
